hi, does anyone use the start leaver next to the clutch leaver? if so when.

in the parts list it named as "control leaver starter" it is attached to the clutch master cylinder and has a cable going down to the carb

That's a hot start on the '07 model. It's the same as a MX hot start as in it let's in more air. I had an '07 and it never needed it, so they eliminated the hot strat for '08.

So to answer your question, no, nobody uses it.
