Okay, so my camera takes pictures at 2016 x 1512, I used to resize them to 1024 x 768 for wallpapers, however I've recently upped my screen resolution to 1280 x 1024 and now my pictures wont resize to that, they'll only go to 1280 x 960, why is this? Are they not the same ratio?

If I unlock the aspect ratio thing then the picture will stretch right, it's probably something obvious but I'm stumped!

Any help greatly appreciated.

I don't think it's the software, I think it's something simple like the ratio, like 1024 x 768 - 4:3 and 1280 x 1024 = 5:4 or something?

I just want an explanation and suggestions from what other people do with this problem, but I'll check the software out anyway.

You have answered your own question. Its simply the ratio of the image.

If you want it to fit retaining its original ratio then you will have to crop the wider side (in Photoshop or something similar)
