If it was a regular toilet I'd say that the police have nothing to go on.

I think he was taking the pi$$!

Bet his got a weak bladder and got fed up with trying to find a public toilet all the time.this way his allways got somewhere to go makes sence to me.

when the police arrested him they said - urin trouble
