How do I remove the bottom leg from Cub heavyweight forks, I need to change the seals, do I unscrew the chrome carrier from the leg using c-spanner on one of the 4 serrations or a peg spanner on the inner smaller chromed carrier with 2 holes???

Its a new ( to me) bike and have no manual as yet.

Any help appreciated
