It's from a Spanish (I think) designer and it is his take on what the Sherpa would have evolved into had Bultaco not folded. He's done the same with a Gripper.

There is a Sherpa 340 (here in the UK) that has been modified along those lines, frame tube and top shock mount, but many years ago, not recently.
