04' Front fork peeling ?

I just got a 04' 2.9 and the front forks look like grey paint is peeling from the lowers . Were these painted from the factory or is it some kind of anodizing ?

How do I clean these up and make them look better cosmetically ?

    I do seem to recall thse were painted. For toutch-up, I would sand a bit using #180 grit, then finish with #400, find some Dupli-Color in Silver Charcoal at the auto parts store!
