TL250 oil leak from grommet

Hi, bike is running quite good now and I have also replaced the left side cover gasket after several failed attempts to get a seal. 

It is now well sealed however there is an oil leak from the blank grommet that covers the clutch adjustment bolt in the same cover. (The one halfway up the face / just above the grease nipple)

1. Should this area even have sump oil accessing there?

2. How is this normally sealed? (I have a cap but it still leaked)
