Charger fan cycling up and down? 2013 20.0

Hello! Just got a 2012/ 2013 20.0. Previous owner said the batteries are new. 

When I charge the bike the fan continually cycles up and down i.e. speeds then slows. Anyone know what this might mean? Seems to happen after the bike has been on the charger for 20 mins or so. I'm aware not to charege for more than 5 hours. Thank you!

Normal, if batteries are coming close to full charge, just before the green light on charger comes on to show full charge.

It's probably because of the heat generated in the Power Supply.   Not enough to cause the fan to be fully on, but too much to be without the fan.  The heat sink will take time to heat up and cool down.
