I'm considering putting smaller 16" wheels on a honda TLM 50 for my grandson. Most electric trials bikes do have a 16" variant and some other 50cc 2 stroke junior trials bikes had both 16" and full size wheel size options. You are making the obstacles harder thinking you are doing him a favor. All the little bikes actually suck. I went through this with my son and he rode his first event at 2 1/2 years old and now my grandsons went to full size wheels and they are on the short side.
