Repacking Welded Silencer

My bike has the flat trapezoid shaped silencer which has no removable end cap for repacking. The silencer is welded closed. There is a pop riveted patch where a previous owner wore through the tire. Can I or how do I repack? Do I need to buy a new one? I may need to anyway since the stock one isn't spark arrested.

    You can open a window by cutting, repack and weld. I did it on a 1993 GasGas Contact T-25.
