hi,

my 2002 beta rev 3 has the 2 wheel pacers and a washer came off aswell

is this spose to be there or has someone put it there any why?

The washers are wheel bearing protectors.

there was only one and it was the same diameter as the spacers and it doesnt sit near the bearings

Ahh, that is a spacer for the wheel spindle. If you put the wheel in the bike and sat the caliper on the disc you will notice there is a gap on one side of the wheel spacers this is where the washer goes. {I think it is the R/H side if you were sat on the bike?}

It is there so when you tighten the wheel spindle it keeps the forks at the correct distance apart.

why not just have a slightly larger spacer then

surely putting spacer on that side makes no difference since the spindle just screws in until it meets the 'top hat' things which go into the bearings?????
