Can anyone tell me how to get the spring in the correct place and loaded. 

The only place I can seem to get the spring loaded is in the first  picture below but it should go through the hole at the bottom shouldn't it like in second picture?

Wrong picture

Second photo is correct fitment of spring.

The arm should be pretty much vertical when it contacts the spring.

Spring only has load when pedal is depressed

Thanks for confirming that for me 

there is still no load on the spring at all though in a vertical position
