2000 beta it sounds like a rattel and i dont think its the clutch itson the other side

hi can any one help me with my carb problem.when i fire the bike up it revs high taken throttle apart the cable is not sticking taken the carb apart all ok but the bike still revs high tick over screw makes no difference unless there is no tick over can you help me please! ps can you tell me where i can get carb kit from
