Can the cylinder head be removed with engine in frame?

Yes  It is a tight fit

Do you have to take the front engine bolts out?

The head nuts are the long type which I assume makes the studs shorter, so should give a little more clearance.

I’ve always taken the engine out as it doesn’t take that long. 

I also put an access hole and made a cover in the head where the top of the pushrods are to help reassembly. Use elastic bands to hold rockers up on assembly. 

I've taken mine off twice recently with no issue, however, you might want to take the rocker arm covers off first.
