Get a syringe with a bit of pipe on it, try pushing fluid through the bleed nipple, make sure the master cylinder can fully travel to the off position, if the piston can't get fully off then it's possible the feed hole is covered by it. Might be the cylinder seals are shot.

Leaving the brake lever/pedal under pressure overnight can produce a more solid feel when operated as the overnight under pressure will cause any microscopic air bubbles to find their way to the fluid reservoir, thus producing a more positive feel!
