How is it that some bikes have coloured rims? Are they stickers, painted, or anodised from factory?

Rich that is well nice! Ok so I just found rim stickers on ebay, I'm getting new tyres so thought I'd spruce it all up a bit

My 13 Beta has rims that are anodized Black in the center around the spokes, and Silver on the outside of the rim. I presume that it keeps one from scratching thru the Black and looking like crap when changing tires.
