my 2004 rm85 starts full throttle at start up and I put a brand new carb on it the throttle moves the needle is where its supported to be i don't know what to do.

Most likely cause; you have a round carb slide inserted 180 degrees from where it should be, a pin goes into a slot in the side of the carb slide and on the other side is a ramp where the idle screw pushes against.  

Is your slide fully closing?

Then you must be drawing in air somewhere else, intake boot possibly

What does that mean?, are you saying the slide is not closing? theres your issue.
