Normally from the frame number, depends on the make of bike how you read the VIN

just cut through the frame and count the rings............or is that just trees I forget.

All the plastic parts(bodywork,mudguards) have the date they were made molded into the back of them. I would check the front mudguard one first.If they match with the other dates on the bike then everythings cool.

also check the date on the wheel rims.

it could have had the wheels replaced but it is a good indication

Also, if you know the make of bike you're going to look at do some research on the internet first and identify which year had which colour plastics & decals, different forks etc etc
