  4. When you filled the forks with oil did you measure the air gap remaining at the top when the forks were extended or compressed? I would guess from your description that you have filled it with the legs extended. If this is the case the remedy will be to drain the legs and refill with the legs compressed until you have the correct air gap remaining.
