It is an 02 model spoke nipples do tend to go abit rusty coloured , but id be jouvious why hes put a tube in the back maybe tyre leaks? As you can run them lower without a tube in.
I would of thought you should be able to find neutral just as easy when its cold than is warm... but someone else might know more on the subject of this.
Erm did you check how light the clutch leaver was? if the water pump seal has gone in any part of its life the plates can swell leading to heavy clutch .. should really be able to operate with one finger.

If its only the bottom bracket take it off and take it to an engineering spot and they will weld it back on for you , had to get my 05 done when i had it but was good as new after.
my mate had a gasser after a beta and he hated it, the amount of crap that gets in the airbox is unreal,
the maintenance was to much, he is back on a beta now.
Obviously his airbox wasnt sealed up like most people do , silicone it all round the edge get the wider mud flap and tape over the drainage hole at the bottom , only bit that comes in is if the rubber seal has gone around the lid , which is basically the same on a beta and any other bike plus on your gasser you have a flap which if any crap does come through it lands on there.
p.s i have an 07 280 and its not fallen to bits yet *touch wood*
Rob do you know how much they are to insure for you? mothers wingeing for me to get a van so i can get upto camp because shes gone and got a couger and they wont be putting a towball on that lol.
Cheers Peter might have to areldite it in , only had to push it in once but if it comes out and i dont realise and water splashes in , thats a no go soo think il glue it in.
Even better , Scarborough's Youth 2 day is on this weekend sat and sun so bring him along and im sure he'l enjoy it , also can get started by talking to some of the commitee about it.
hmm i prefer 07s at the moment from that picture dont think theyve done to well on the graphics looks too much like the 02or 03 maybe cant remember off top of my head.
Are the foot pegs lower ? i cant tell they dont want to be really but cant you get a kit that makes them higher ?
