I assume it is not hard to turn when the spindle nut is loose?
Have you fitted the same bush/spacer that is placed inside the hub between the two wheel bearings on the spindle?
There is variability in tube diameter when tubes are made new and when they are re-chromed. The process of finishing them (centreless grinding) is not a precision process, nor does it need to be.
Not where I worked, we worked to microns (+/- 0.002mm)!
I thougt it should have a frame from that era too, likewise other parts should be (not must be) in general match with the era the bike comes from if still possible?

I had this for use on my old Honda MT125 road racer. The RL is probably much less stressed but I’d hate to stress the cylinder base flanges if I can help it.

I think i read somewhere of someone putting rev3 yokes into a techno, but don't quote me. Obviously yokes from an upside down fork rev3 won't fit. I think most yokes will be compatible with the headstock so long as the fork diameter is the same. Im not that clued up on beta im afraid lol. I think you have 38mm paiolis
