Looks like its off a Beta and early Betas had Paioli's.

 Is it printed on the seal holder? Look like Paioli off a Beta.

Checked all beta models with the USD forks not found any with the same fork guards or the 3 rings at the bottom of the legs. Stamped Paioli's wheel spindle needed tried several from different beta/aprilla models.

Paiolis from a Beta rev3 2000 model,a quick google search shows identical forks.

 The front fender mount and plastic guards were an option, it's missing the fork brace to mount the fender. I don't remember Akront rims on my 2000, was Akront still in existence then?

No they clearly didn't, the disc & wheel maybe from something else but the forks are 2000 REV3.
