Yes to your first question, no need for a headlight though - do a search for 'day light Mot' on these forums.
Benefits include: -
1) being able to ride trials that have some road work included
2) easier to insure a bike when it has been registered with the DVLA
I wouldn't pay any more for a road registered bike if I was buying second hand, nice if it's already been done though.
Ask the current owner for a receipt if they bought it new and/or check the frame and engine numbers with the UK importer...

I think it depends on the bike test they take.
Limited to a certain HP which shouldn't be a problem for a 250 but I think 16yr olds are limited to a certain size engine too? How old is he?
I'm not picking on Tom Sagar here because the lads/lasses that have this skill do get away with it most of the time...
I watched him through the last section at Lagnaha a few years ago and he did a great feet up, hop bop and bounce act to get out of the section for a clean. The crowd cheered and clapped him but it was a definite 5 a good few times.
Jake was a good rider in his day, I'm not sure if he did any WR stuff but I'm pretty sure he rode the Brit' champ stuff. I reckon he'll be concentrating on keeping up with the Lampkins and getting a 'finish' than dreaming about pies
