Put aflywheel holder on it and see if that will move it, best to take it apart if you can, head and barrel is easy and jack the barrel and give it a soft tap with a soft thing!

The one you are thinking of has all the homologation ( for spain I think) bits on, which has never really been the case before as the bikes always had the light bits with the extra lights and even indicators as a kit you could buy.

As you are in london get down to your nearest bicycle shop and get a small spray can of lubricant with teflon in it. Use alittle under the throttle tube and spin it round on the bars, when it will spin freely for 10 times or more wipe clean and repeat. Wipe again leaving a smidgin and the tube is lubed. A little grease around the cable end should be all you need.
