These are 360mm long and have heavy weight springs (poss 70-80lb) however the cost of replacement springs from John Bull at Rock Shocks will be much cheaper than buying complete shocks.

70-80lb springs !! I'm 13 stone and use 50lbs springs on Rockshocks.
To much oil will also cause the forks to lose movement, personally I would take out the drain screws and pump them to see what, if anything, comes out.
Take it to a good engineer and let them see it, there's usually a fix.
If the holes are enlarged and tapped they have to retain the same/original centre, and you would have to also drill the sprocket. An engineer might be able to put inserts in, depending on how much "meat" there is.
