Take the plastic caps of and grind down the stops till it hits the tank refit for clearence. reduce the nut and head of tank bolt too.

check the frame is straight aswell.

did it have 5 gears?

think the v cut is if the two breathers are joined by one pipe, v cut this to allow breathing.

What bike did you have before?

The ability to move is their beauty, you get the plastics perfect every time, guess it allows variation in manufacturing? If yours are moving buy new ones they are v v cheap.
