I slightly over filled the gearbox on a b40, using a big syringe with a plastic tube on the end I started to remove the excess, you can guess what happened next. Oh how I laughed.

There are very few "bad" twin shocks, badly prepared / looked after is a different issue.
Go with the (expensive) herd and get a Honda / Fantic - but parts are readily available.
Some Montesa's are a bit delicate. Bultaco are well catered for.
At £1500 you should be able to get something reasonable.
Plenty of clubs in your part of the world.

Clutch may be ok, the plates stick together on many bikes. normal practice to start engine, push bike and slip into gear, ride with clutch in till it frees off.

The IRC I think is a better tyre anyway, so you cant make a direct comparison, and mono should be a lot better than T/S so dont know what conclusions could be drawn.
Just as easy to mount on either rim size.

185 was standard from about the 80's, I have had 185 and 215 on the same bike and could tell no difference.
