I personally use my hand when I want neutral when I come to a stop. I can easily get neutral when the bike is still rolling.

The small hole is for the spring of the foot peg to go through to holdit he rubber in place.

This part goes on the right foot peg whee the kick start lever contacts when starting the bike, it usually ends up falling off after a years use and most people don't replace it. I prefer mine on though.
