The Dellorto carbs with air screw were not very good at this era.
I have just given up with one and replaced it with a petrol screw one.
Although not on a Beta, symptoms were identical.

Sometimes they are to fine tune "spring" rate. 99% of the time its to let built up pressure out.

You also have to try longer swinging arms, shock angle, spring rate, damping characteristics ..........
